Story: Kofi Yeboah
CHINA NATIONAL CORPORATION FOR OVERSEAS ECONOMIC COOPERATION (CCOEC) collaborations with other Chinese companies have concluded arrangements with the Ministry of Health for the construction of a $1.12-billion relocation of the University of Ghana Medical School-Teaching Hospital on Legon Campus and Redevelopment of Korle-Bu Teaching Hospital. The Memorandum of Understanding (MOU) between CHINA NATIONAL CORPORATION FOR OVERSEAS ECONOMIC COOPERATION and MINISTRY OF HEALTH with the Master Plan for the University Of Ghana Medical School was concluded on December 15th, 2011.

The financiers, namely the China and Africa Fund Holding Limited, China National Corporation for Overseas Economic Cooperation (CCOEC), Huawei Technologies lead by the heads of the delegations (38+) Honorary Head Consulate Ms.Lorinda Liang, President of CCOEC Mr. Ma Zhi Wu, Chairman of China Africa Fund Holding Mr.Liu Yang, the management team of Huawei are also committed to upgrading 68 district hospitals into modern status to enhance health care delivery in the country.
The initiative also involves linking the 68 district hospitals electronically to the country’s teaching hospitals in Accra, Kumasi, Tamale and Cape Coast, for the purposes of relaying health problems in the districts to the teaching hospitals for redress.
The Chinese are also interested in building capacity at the proposed University of Allied Health Sciences in Ho in the Volta Region.

The medical complex project at Legon, which is expected to begin by June 2012 after Cabinet and Parliamentary approval, will be one of the biggest Chinese investments in the country’s infrastructural
development. More significantly, it will bring alive a 50-year-old dream of the University of Ghana authorities to move all of its medical educational institutions, including the University of Ghana Medical School founded 50 years ago from the Korle-Bu Teaching Hospital (KBTH) to the Legon campus.

Apart from the construction of a few facilities such as the Noguchi Memorial Institute for Medical Research and the School of Allied Health, the university had no clues as to how to put the 400-acre land meant for the medical complex to a better use until the Chinese investors came on board with a strong commitment to undertake the architectural designing and construction of the project. That expression of interest, perhaps, explained the excitement of the university authorities when they received a delegation from the four Chinese companies to the Legon campus on Monday to finalize arrangements and inspect the site for the project.

The Vice Chancellor of the University of Ghana, Professor Ernest Aryeetey, said the purpose of the meeting was to show the eagerness of the university to co-operate with the Chinese investors to develop the infrastructure of the university.
“We reaffirm our commitment to working with the Chinese government to make sure that we deliver what we are mandated to do”, he remarked. The Board Chairman of the KBTH, Professor A. S. Ayettey, lauded the Deputy Minister of Health, Mr. Robert Joseph Mettle-Nunoo, for playing a key role in the initiative, adding that the project would enhance the government’s “Better Ghana” agenda. On behalf of the delegation, Honorary Head Consulate for Overseas Economic Development of the China National Corporation For Overseas Economic Cooperation, China and Africa Fund Holding Limited, Ms. Lorinda Liang, promised a fast-track execution of the project once it was approved by the Cabinet and Parliament. She called for the co-operation of all partners to ensure the success of the project.

Rejoinder: “Hoax Investor Dragged To Court”

Reading an article such as this with cheap journalistic traits makes one hurl! It would be more respectable if these so-called journalists would conduct proper investigations into matters before putting out these lies into the public domain.
The speed with which we publish lies, deceits and half-truths is sickening, not forgetting the pitiful language and sentence construction used in this article. Deplorable!

But let us move on to the mission of this rejoinder.

“‘Dr.’ Lorinda Liang Lan, has been dragged to court for allegedly employing dubious tactics to snatch a magnificent property at East Legon, without paying a dime to the owner.”

First all, this matter is in the court and will proceed according to the laws of the country. As all cases in court, commenting on this matter would be in contempt of the court and as such the Sun must tread very cautiously on these lines.
Besides, which Landlord/Property owner would allow an individual to reside on the property for over a year without any prior agreement on paper.

The paper gathered that in November 2009, a Vienna-based Ghanaian by name Eric Appiateng, was approached by ‘Dr.’ Lorinda Liang Lan to rent his house on number 8888, plot 102 East Legon in Accra, to be used as officers for her MODERN GOLD REFINERY company.”

Let's get our facts straight, it was not Dr. Lorinda who “approached” Eric Appiateng, it was rather Eric Appiateng who offered his uncompleted building, one that he was unable to finish to Dr Liang to complete. After spending over $200,000 since August 2009 to date (not forgetting the time and labour spent to complete this) to complete the inhabitable property and furnish it into an enviable state, the property managers and owners as a result of their greed are asking for it. In addition, the property has in no way or form been used “as collateral” or “to raise various loans

As at the time of going to press we learnt that Lan last week called a meeting with her skeletal staff and dolled 100 Ghana Cedis to each of the workers, telling them that she was closing down the company.”

This is simply not true. There was no staff meeting called where she “dolled” (note the misuse of the word “dolled” here) out any money to her staff. Dr. Liang did no such thing. Why anyone spend thousands of dollars to fly into Ghana only to give out ¢100 to her staff who hardly turn up for work beats me. If the so-called insider would be honest with himself, the company closed down because of the inefficiency of the staff, and still, she let each staff go with a lot more than they deserved.

Such is the case of Mac Peter Ohene-Asare, the accountant of the company who turned was absent for work 18 days out of a 22 working days in March. He was still sent home with a complete office set along with a desktop computer. This failed accountant spent the entire cash imprest of close to ¢2000 given to him by Dr. Liang on himself with the excuse that he was running up and down SSNIT and IRS, both of which locations are within 15 minutes of the office premises. It turns out that Peter had made no such trips as claimed and had neglected his duty as an accountant of the company in ensuring that all taxes were paid by the company. The truth of this came out when an official from SSNIT, on her official rounds, came into the office on April 28th and mentioned that they had not seen Mr Ohene Asare since December 2010. He however did not forget to pick up his salary up until April 30th 2011 and subsequently sent a complaint to the National Labour Commission to request for compensation.
This article if filled with fact-less, empty and baseless accusation with the sole purpose of ruining not just the reputation of an honest and value-centred businesswoman, but also destroying the opportunities her investment in the country would offer citizens of Ghana.

It is even more shameful how we are so quick to politicize matters such as this and bring in unnecessary and unneeded attacks on such an individual.

It would be wise for publishers of this article to retract this publication immediately to avoid any further complications.

Who is Dr. Lorinda Liang

Who is Dr. Lorinda Liang?

Dr. Lorinda Liang, the Chief Executive Officer of Chyuan Chya Enterprises, a Biochem Ph.D. Pharmacology Doctor, Doctor in Medicine specialized in Heart Surgery and Heart Transplantation, first came to Ghana in [specific date] on the invitation of several high profile dignitaries in the United States of America and the Ghanaian Government.

Her aim was to invest in the country and develop the people who work with her as well as for her. As such she ensures that she creates a long lasting relationship with all the individuals around her.

Dr. Liang is the President, CEO and Chairman of Chyuan Chya Enterprises, originally based in USA, which she uses as a developmental tool in every country or region she invests in.

After serious discussions about her visions in CHYUANCHYA enterprising in African countries, she settled on Ghana, West Africa. After further exploration, her options in investment in “The Gold Coast” came on her second visit to the country in January 2001. Her options were many, but she focused on gold mining, and other gold transactions.

Investor Profile

Dr. Liang and her family have several investments in various industries all over the world in Africa, Europe, America and Asia.

Experience in Ghana

Dr. Liang's experiences in Ghana run the gamut from good to bad. When Dr. Liang first came to Ghana over 20 years ago, she was taken in by the hospitability and cordiality of the Ghanaian people. After several years of investment in the people and in the country, she’s had several experiences, which have made it difficult for her as an investor.

The year 2009 proved to be a very difficult and critical period for Dr. Liang and her family. Several incidences happened in that year that would have put any investor off from ever investing in the country.

It started with the introduction of a so-called investor, by name Mustapha Muradi who turned out to be a fraudster and a scammer. When the truth behind Muradi and his supposed investment became known, he was arrested by the Bureau of National Investigations and subsequently deported to Lebanon, his home country.

There was another case of Rudolph Albertus James Smith who came in as an investor, but claimed that Dr. Liang had duped him of US $10,000. There were several other incidents with Wissam Afara, and Philomena Appiah, all of whom were introduced to Dr. Liang by Effah Asuahene, then the General Manager of CCGIL.

A more serious attack on Dr. Liang’s life came on June 7, 2009 at a restaurant in Tesano, where she was the target out of 60 people of an armed robbery. After investigations were conducted on the incident, it was discovered that Frederick Dickson - the IT Consultant and personal assistant of Dr. Liang had been the brain behind the operation.

He was also caught in a case of pilfering and other deceitful deeds using the good name of Chyuan Chya Ghana Investment for his personal gains. He had been the CEO's trusted confidant for [number of years] but had taken for granted the position he was in and misused his offices to the detriment of himself, the employees of CCGIL and the citizens of Ghana. He made away with tens of thousands of dollars and cedis belonging to the company and from Dr. Liang’s personal account.

In the last quarter of 2009, it came to the notice of Dr. Liang that the company's coffers were in a deficit of close to $3,000,000.00. This was due to a mismanagement of the accounts and the two under investigation are the General Manager Mr. Effah Asuahene and the company's accountant Benjamin Addo Mantey who were unable to provide a breakdown of the audited accounts in a timely manner.

After a lot of pressure they finally presented the account statement, which indicated a huge deficit! Effah Asuahene and Benjamin Addo Mantey were subsequently removed from their positions pending an internal forensic investigation.

Currently, Chyuan Chya Ghana Investment Limited is under temporary closure as a result of this. After a complete and thorough investigation is conducted, an official statement will be released from the company.

What would be ideal would be to have Effah Asuahene, a chartered accountant for over 16 years, come forward and openly explain the deficit in the company he run as General Manager for five (5) years, find solutions to it, before he runs off to start a whole new company.

After a disclaimer was put in the Enquirer newspaper on the 27th of January 2010, Dr. Liang and her Vice President, Wenjen Allan Lan received threatening and insulting phone calls and text messages from their former staff.
